The bad loans were made to Oceanografia SA de CV, a Mexican oil services company that is a contractor for the nation’s state-owned oil company, Pemex. Oceanografia is in the middle of a corruption probe in Mexico.�Oceanografia borrowed from Citigroup’s Mexican unit, Banco Nacional de Mexico or Banamex, using expected payments from Pemex as collateral.�Banamex discovered in a recent review that Oceanografia appeared to have falsified invoices to Pemex that were collateral for loans, Citigroup Chief Executive Michael Corbat said in a separate memo to employees. The bank wrote down about $400 million of loans backed by the bogus invoices.

As of December 31, 2011, the Bank�� securities portfolio consisted of obligations of the United States Government corporations and agencies, obligations of states and political subdivisions, and corporate bonds.
Sources of Funds
Most of the Bank's deposits are attracted from individuals and business-related sources. The various types of deposits offered by the Bank include non-interest-bearing demand deposits, interest-bearing demand deposits, savings deposits, time certificates of $100,000 and o! ver, and ! other time certificates. As of December 31, 2011, the Bank�� deposits totaled $ 2,190,536. The Bank participates in a deposit program offered by the State of California whereby the State may make deposits at the Bank�� request subject to collateral and creditworthiness constraints.
The Company had $8,527,000 of other collateralized borrowings as of December 31, 2011. The Company maintains a collateralized line of credit with the Federal Home Loan Bank of San Francisco. Other collateralized borrowings are generally overnight maturity borrowings from non-financial institutions that are collateralized by securities owned by the Company. The Bank had available unused correspondent banking lines of credit from commercial banks totaling $5,000,000 for federal funds transactions as of December 31, 2011.

Rostelecom is a telecommunications services provider and carrier of domestic long distance (DLD) and international long distance (ILD) traffic in the Russian Federation. The Company owns and operates a trunk telecommunications network and carries the bulk of Russia's long-distance and international traffic. The Company renders domestic and international long-distance telecommunications services to end users and provides traffic throughput services to Russian operators, including each of Russia's seven inter-regional companies (IRCs) and alternative operators. In addition, the Company provides telecommunications services to various government entities across Russia and ensures the operation of the ground-based network of television and radio broadcasting channels. Its trunk network, which transmits a Russia's domestic and international long-distance traffic, comprises approximately 150,000 kilometers of digital and analog lines.
The Company�� primary network consists of trunk cables linked to the IRCs networks and to its international exchanges for connections with for! eign operators, as well as a satellite communications network. Rostelecom�� main satellite communications network is operated by 16 nodal land-based stations located in Russia. With tobacco sales falling, all of Altria's major rivals have an e-cig product on the market already or have one coming to market soon.�Lorillard (NYSE: LO ) is now one of the leading e-cig manufacturers, having gotten into the business last year after acquiring blu eCigs for $135 million. It generated $57 million in sales in the first quarter�and has more than 40% market share.

Because cigarette manufacturers in the U.S. are allowed to have more ornate packaging that is harder to duplicate, counterfeits are less of a problem here. However, Altria (NYSE: MO ) has noted that counterfeits do account for part of the trade and are a problem for American manufacturers like itself, Lorillard (NYSE: LO ) , and Reynolds American (NYSE: RAI ) .

Of course, to balance all of those wonderful healthcare related stocks, following its recent price weakness, I may be ready to add more shares of Lorillard (LO), which have recently shown some weakness. The last time its shares showed some weakness, I decided to sell longer-term call contracts that currently expire in September and also allow greater chance of also capturing a very healthy dividend. As with some other selections this month, the September contract may have additional appeal due to the dividend and offers a way to collect a reasonable premium and perhaps some capital gains while counting the days.
